CCACBWA STATEMENT ON 2025 First session on Group of Governmental Expert on emerging technologies in the area of lethal Autonomous Weapon System

Good morning, Mr. Chairperson, distinguish representative of member states, United Nations Officials, International Organization, Civil Society, non – governmental Organization, and ladies and gentlemen. On behalf of My delegation, the center for Countermeasures against Chemical and Biological Warfare Agents present its compliment of the day and has the honor to present our statement for the 2025 First session of the Group of Governmental expert on emerging technologies in the area of Lethal Autonomous Weapon System. We start making our statement from the continuous aggression of Russia on Ukraine in the area of using weapon of mass destruction on Ukrainians, illegal occupying some territories of the Ukraine and annexing the part of Ukraine to themselves, typical examples are Crimea, Luhansk, Mykolayiv, and Zaporizhzhia Oblasts and so on. This has been totally condemned by most of the state parties and other civil societies and we joined to condemn the Invasion of Russian in Ukraine as others non-governmental Organization do. We use this medium to plead with the Russia federation to return and move his army away from the Occupied states of Ukraine. Dear Mr. Chair, it’s important for this session to make a resolution draft on the Definition and Characteristic of Lethal Autonomous Weapon System and its legal binding and how its effect the International Humanitarian Law. This is crucial in quest of the continuous attack by Russia on Ukraine using Lethal autonomous weapons system and other weapons of mass destruction. Recently, Russia attack Ukraine on 28th February, 2025 using drones to kill nine Ukrainians and destroyed properties worth millions of euros, and continue causing environmental degradation in Ukraine. This is in violation of the United Nation Charter, United Nation Convention on Certain Conventional Weapons, and the United Nation on Human Right Concerns, United Nation on Environmental Pollution. Russia has committed a series of war crimes without sanction from the United Nations. However, thanks to the European Union for Continue Sanction of Russia on his aggression on Ukraine. We would implore United State not to fall on trap of the Putin regime on the issue of Ukraine. The people and sovereignty of the Ukraine must be respected. We would want to remind the United State that Russia has violated many Internation humanitarian law which the United State is protecting and the Russia Federation want to use backdoor to lure the United State because of the Political and Socioeconomic interest. Mr. Chair, lastly. We want to remind this session of the harm caused by the Robotic and AI as used for weapon of mass destruction. They must be regulatory use of the Artificial Intelligence and Robotic System by the UN agencies Concerned not to used for either War or human attack. Furthermore, we are proposing a side event in the second session in August. I hope the secretariat will approve our side event this time. We would like this statement to be in the official website of the United Nation Convention on Certain Conventional Weapons and to be as public document.
